"I have been honored to serve as attorney general and have worked to implement the law enforcement agenda based on the rule of law that formed a central part of your campaign for the presidentcy", Sessions wrote.

"Sessions should have never recused himself, and if he was going to recuse himself, he should have told me before he took the job and I would have picked somebody else", Trump told the New York Times in July 2017.

The businessman-turned-politician has repeatedly criticised Mr Sessions for recusing himself from the investigation into Russia's role in the 2016 election that saw Mr Trump elected to the White House.

U.S. Representative Adam Schiff, a California Democrat who will likely serve as chairman of the House Intelligence Committee now that Democrats have reclaimed the House, tweeted that Special Counsel Robert Mueller's investigation must continue under Whitaker, and that the independence of the Department of Justice must not be compromised. He resigned at the president's request, according to the AP.

However, a spokeswoman for the Department of Justice said Wednesday that Whitaker will oversee all matters, including the Russian Federation probe.

The deteriorating relationship became a soap opera stalemate for the administration.

Sessions, for instance, directed senior prosecutors to examine potential corruption in a uranium field transaction that some Republicans have said may have implicated Clinton in wrongdoing and benefited donors of the Clinton Foundation.

"Jeff Sessions' long history of racism and lying under oath would have disqualified him from serving as Attorney General under anyone but a racist liar like Donald Trump", CREDO Action Co-Director Heidi Hess said.

On Twitter in 2017, Whitaker also disparaged the Mueller investigation as a "lynch mob", and mocked the president's legal team for not defending him strongly enough.

But that support began to fade, with Grassley suggesting over the summer that he might have time for a hearing after all.

The same month, he said that while the promised dirt on Hillary Clinton offered by Russian friends of the Trumps turned out to be a "ludicrous" conspiracy theory about Russian funding of the Democrats, there was nothing improper about the campaign agreeing to the meeting.
