US, China look on as Putin seeks India arms deals

By approving the contract, the Indian government has defied the US Countering America's Adversaries Through Sanctions Act, also known as CAATSA on Russian Federation. The S-400 deal has been caught in a diplomatic crossfire between the United States and Russian Federation, with Washington threatening New Delhi and other partners with sanctions if their defence deals with Russian Federation go through.

The S-400 is an upgraded version of the S-300 systems.

But Russia remains number one, and a string of new deals with the Asian giant would be a major win for Moscow - and a big snub to the US.

The CCS purportedly cleared the purchase of the five S-400 regiments on September 26, The Times of India reports paving the way for the signing of a sales contract at a summit meeting between Indian Prime Minister Narendra Modi and Russian President Vladimir Putin scheduled for October 5.

"Though Russia is involved in India's strategic sectors - defence, nuclear energy, hi-tech and infrastructure - bilateral trade is at an sub-optimal level", he said.

Late last month, the Trump administration imposed sanctions under Countering America's Adversaries Through Sanctions Act or CAATSA, which was signed into law last August, on China for purchasing fighter jets and missile defense system from Russian Federation.

"If new sanctions are imposed, we will continue our cooperation", Russian media quoted Energy Minister Alexander Novak as saying in Moscow.

The US had warned India against the planned purchase.

On the eve of Putin's arrival later Thursday, the United States poured cold water on India's efforts to obtain a waiver to avoid sanctions under legislation called Countering America's Adversaries Through Sanctions Act (CAATSA). "We shall maintain it in all earnestness".

Following an exchange of agreements and press statements, Putin will arrive at the ITC Maurya Hotel, where the India-Russia Business Summit is scheduled to take place at around 3:30 PM.

The government has reportedly been in talks with Russian Federation over the latter's defence co-operation with Islamabad.

Twenty pacts in areas ranging from defence, nuclear energy, space and economy, are likely to signed by India and Russian Federation reported The Indian Express. On Friday, the two nations will sign the deals.

The plan will also involve strengthening co-operation for the existing Kudankulam nuclear power plant in Tamil Nadu and initiatives in third countries, the report added.
