Trump was speaking at an appearance in NY on Monday with the South Korean president, Moon Jae-in, who claimed that North Korea's decision to dismantle its nuclear weapons programme was irreversible.

South Korea wasn't at the table when military commanders from the USA -led United Nations Command and the joint Chinese-North Korean forces signed the 1953 armistice that ended the Korean War.

Trump also says he's "excited" to be signing a new trade deal with South Korea.

On a four-day visit to NY, the U.S. president arrived at the United Nations saying that his country's relationship with the authoritarian regime had improved greatly.

In response, North Korean state media described Mr Trump as having the "bark of a rabid dog" and his tweet as being the "spasm of a lunatic".

"I think the only way you really get to nuclear use on the peninsula is not the North surprise-attacking anyone or the USA surprise attacking the North, it's more from something ... that has the risk of spiraling out of control", Gomez said.

Mr Kim requested a second meeting with Mr Trump in a letter this month and Mr Trump said USA secretary of state Mike Pompeo is working on the details, adding: "We will be doing that".

Trump's lavish compliments for Kim represent a remarkable turnaround from Trump's first appearance at the United Nations general assembly, nearly exactly a year ago, when he hurled insults at Kim and threatened to "totally destroy" North Korea.

The president and Kim met in Singapore in June to discuss denuclearizing the Korean Peninsula. But there has been very little, if any, progress in that direction.

The nuclear threat also was on the agenda at Trump's first meeting in NY, a dinner with Japanese Prime Minister Shinzo Abe on Sunday night.

Efforts to resume economic cooperation are limited by USA -led sanctions linked to the North's banned nuclear weapons program.

Moon showered Trump with praise, declaring: "Thanks to your bold decision and new approach, we are in the process of solving a problem that no one has been able to solve in the decades past".

Cruz, O'Rourke face off in first debate
Ted Cruz "has a tendency to mischaracterize a position" after the pair repeatedly traded barbs during a frosty first debate. It was moderated by NBC 5 political reporter Julie Fine and Dallas Morning News political writer Gromer Jeffers.

"If implemented, these measures will reduce tensions, and will also make incidents at the DMZ significantly less likely - even though it will hardly prevent either side from staging a clash when/if it is seen as politically expedient", North Korea expert Andrei Lankov wrote in a commentary for NK News.

"These are good soundbites and probably what the Americans want to hear", Melissa Hanham, a senior research associate at the Middlebury Institute of International Studies at Monterey.

"Chairman Kim expressed his wish to finish complete denuclearization at an early date and focus on economic development", Moon said of his meeting with the North Korean leader in Pyongyang.

As he started the sequel to his stormy United Nations debut, Trump confronted anew the dangers posed by North Korea's nuclear threat, though its shadow may appear somewhat less ominous than a year ago.

The US annoyed many of its allies in Europe by pulling out of a deal they jointly negotiated in 2015 that lifted sanctions against Tehran in exchange for restrictions on its nuclear program.

Shin Se-min reports from NY. "This is not an old one, rewritten".

He said it would be hard for the U.S.to object to the measures, calling it "clever maneuvering on Moon's part".

In his four-day visit to New York, Trump will deliver major speeches and meet with representatives of a world order that he has so often upended in the past year.
