In a joint letter to US Trade Representative Robert Lighthizer on Thursday, 152 trade associations representing farmers and agribusinesses, retailers and others wrote: "Continuing the tit-for-tat tariff escalation with China only serves to expand the harm to more US economic interests, including farmers, families, businesses and workers".

Zhang said the impact from U.S. tariffs on China's exports would likely be limited over the next few months.

The tariffs that Trump has imposed, and threatened to impose, total $517 billion - more than the $505 billion in Chinese goods that entered the country previous year.

While China's response to US demands has been unsatisfactory, Trump is still speaking to Xi, and would be open to meeting in person, said Kudlow, director of the White House's National Economic Council.

"I hate to do this, but behind that there is another $267 billion ready to go on short notice if I want", Trump said.

"That changes the equation", he added.

"The move would sharply escalate a trade war with Beijing, launched over demands from the White House for major changes in economic, trade and technology policy by China".

His comments, which contradicted the more diplomatic remarks earlier Friday from his top economic adviser, sent the stock market plunging amid fears of the economic damage that could result from the multi-front trade war he pursues.

The White House has accused China of stealing US intellectual property and forcing American companies to share their technology with Chinese companies.

While no one predicted a sudden, sharp blow from U.S. tariffs, China's official export data has been surprisingly resilient so far, with growth exceeding analysts' expectations for five months in a row.

On Friday (September 8), Kudlow also told Bloomberg the administration would consider public comments before making a final call on the 200 billion list.

The tariffs would potentially hurt USA companies that import everything from handbags to bicycle tires. That would basically cover all the imports from China that aren't already covered.

But, they'd also be hit by the threatened 267 billion dollar list.

The Trump administration has imposed tariffs of $50 billion on imports from China, mostly equipment and material used by manufacturers. Those talks will continue to go on. The tariffs would pressure China to stop that behaviour, the administration has said. "These are taxes and they're going to find their way into the pocket book of folks around the country", French said. "(Our) asks have not been satisfied", he said.
