I guess it comes down to degree but what's the point of having a three year rotation of countries on the council, regardless of the transgressions they're meant to be there to protect? It has mandated independent investigators to look at situations including Syria, North Korea, Myanmar and South Sudan. A specific number of seats is allocated for each region of the globe.

While Israel, which is not a member of the 47-nation council, can not follow suit even if it wanted to, sources maintained Wednesday that it was possible and even likely that Netanyahu would soon announce that Israel was ceasing all contacts with the council.

Under President George W Bush, the United States boycotted the body for three years after its establishment 12 years ago. Member states are elected by the UN General Assembly; it is now unclear when and how a replacement for the USA will be selected, or whether formally the U.S. will remain an observer until December 31, 2019. After a year off, it was re-elected in 2016.
